Abstract

Penelitian ini menganalisis dinamika aliansi Amerika Serikat dan Taiwan dalam menghadapi ancaman Tiongkok melalui kerangka teori Freedom of Action yang dikembangkan oleh Michael Beckley. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus, didukung oleh wawancara dan riset berbasis internet sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa ketidakmaksimalan Amerika Serikat dalam memperkuat aliansi bukan merupakan indikasi ketidaktegasan, tetapi strategi sadar untuk mempertahankan fleksibilitas kebijakan luar negeri. Empat variabel utama dalam teori Freedom of Action-loopholes, sidestepping, diversification, dan dual deterrence yang menjelaskan bagaimana Amerika Serikat menjaga ruang gerak strategisnya sekaligus mempertahankan pengaruh terhadap Taiwan tanpa harus membentuk komitmen militer formal. Dalam praktiknya, Amerika Serikat tetap memberikan dukungan signifikan kepada Taiwan melalui penjualan senjata, bantuan peningkatan kapabilitas pertahanan, serta kerja sama teknologi. Namun, AS tetap mempertahankan kebijakan strategic ambiguity untuk mencegah eskalasi dan menghindari konfrontasi langsung dengan Tiongkok. Penelitian ini menegaskan bahwa aliansi informal antara Amerika Serikat dan Taiwan merupakan bentuk adaptasi strategis yang digunakan untuk menghadapi dinamika geopolitik Indo Pasifik yang semakin kompleks.
