Abstract
Diplomasi iklim merupakan pertimbangan krusial bagi pengambil kebijakan, baik pemerintah maupun non-pemerintah. Krisis iklim yang tak terhindarkan memerlukan mitigasi dan upaya kolaboratif dari berbagai pemangku kepentingan. ASEAN, sebagai kawasan yang rentan terhadap dampak perubahan iklim, membutuhkan pendekatan diplomasi iklim yang efektif, baik di tingkat domestik maupun regional. Penelitian ini bertujuan memahami diplomasi iklim Indonesia terhadap ASEAN selama masa pemerintahan Presiden Joko Widodo. Penelitian ini menggunakan pendekatan kuantitatif dengan landasan teori fungsionalis David Mitrany, yang menekankan pentingnya pembentukan institusi atau badan ahli untuk menangani isu spesifik. Pendekatan yang digunakan melibatkan isu-isu spesifik. Misalnya, upaya Indonesia dalam mendorong pembentukan kerangka kerja regional untuk mengurangi emisi karbon dan meningkatkan investasi energi terbarukan di ASEAN mencerminkan komitmen untuk menciptakan solusi bersama. Badan yang fokus menangani masalah iklim dapat memaksimalkan peran Indonesia dalam mengatasi salah satu penyebab utama, seperti polusi asap lintas batas. Hasil penelitian menunjukkan bahwa kepemimpinan Presiden Joko Widodo selama dua periode memiliki potensi untuk memaksimalkan diplomasi iklim melalui penguatan institusi yang relevan. Keberhasilan ini dapat dijadikan contoh signifikan selama keketuaan ASEAN 2023. Dengan memanfaatkan kolaborasi multi-stakeholder dan pendekatan multisektor, Indonesia berpeluang besar memainkan peran strategis dalam mengatasi krisis iklim di kawasan ASEAN secara lebih efektif.
