Abstract

Isu pelanggaran HAM merupakan permasalahan global kontemporer yang hingga kini masih menjadi bahan diskusi dalam forum hubungan internasional. Perkembangan teknologi yang semakin canggih menghadirkan jenis dan motif baru bagi pelaku kejahatan. OSAEC merupakan salah satu pengaruh negatif dari era digitalisasi. Pendekatan yang digunakan adalah kualitatif deskriptif. Analisis data kualitatif merupakan suatu proses untuk mencari dan menyusun secara sistematis data dengan cara mengorganisasikan data ke dalam kategori, menjabarkan ke dalam unit-unit, melakukan sintesa, menyusun ke dalam pola, memilih yang penting dan yang akan dipelajari, dan membuat kesimpulan. Data yang akan diambil yaitu tentang strategi pemerintah Filipina dalam menekan peningkatan kasus Online Sexual Abuse Exploitation of Children (OSAEC) pada tahun 2020-2023 serta faktor-faktor pendukung dan faktor-faktor penghambat dalam melaksanakan strategi tersebut. Penelitian ini menggunakan teori neoliberalisme dengan didukung konsep-konsep yang relevan. Penelitian menunjukan bahwa Pemerintah Filipina telah menandatangani the Implementing Rules and Regulations of Republic Act 11930. Namun, masih ditemukan beragam tantangan dalam implementasinya. Oleh sebab itu, dibutuhkan kemitraan antara pemerintah dengan berbagai pihak yang dapat mendukung penanganan kasus OSAEC.
